New launch or resale? How we counsel families on Golf Course Road
A practical framework for choosing between a launch and a completed home: timelines, loading, taxes, risk, customisation and returns.

Key takeaways
- Launches on Golf Course Road and its Extension currently carry indicative possession dates between 2030 and 2033; a ready home can be occupied within months.
- Under-construction homes attract GST at an effective 5 per cent without input credit; resale homes and homes with a completion certificate attract none.
- Haryana RERA requires sales on carpet area, which can be a little over half the super area quoted in a brochure.
- Haryana stamp duty in municipal areas is 7 per cent for men, 5 per cent for women and 6 per cent for joint ownership.
- Choose a launch for a horizon beyond 2030; choose a resale to move within a year or two and avoid GST.
Families who come to us about Golf Course Road usually arrive with the same question, in one form or another: new launch vs resale apartment in Gurgaon, which should it be? Put plainly, whether to commit to a new launch, or to buy a completed home from its first owner. There is no general answer. There is a short list of things we ask, and the answer follows from them.
Time: when do you need to live there?
Start with the calendar. Launches on Golf Course Road and its Extension currently carry indicative possession dates between 2030 and 2033. A family with a child entering school in 2028, or parents who want to move within a year, is not really choosing between two products; the launch is simply not available to them.
A ready tower offers certainty about the building as it will be: the lift lobbies, the landscaping, the neighbours, the maintenance record. A launch offers a promise about it. Under Haryana's RERA rules, a developer that misses the agreed date owes delay interest at the State Bank of India's highest marginal cost of funds lending rate plus two per cent, but interest is compensation, not a home.
Price per square foot, and what the area means
Quoted rates are only comparable when they refer to the same area. In Haryana, RERA requires apartments to be sold and conveyed on carpet area, a position the regulator stated plainly in 2021. In practice, brochures and conversations still speak in super area.
The difference is large. One current Gurugram launch lists a typical four-bedroom home at 3,977 sq ft of super area and 2,236 sq ft of carpet area: carpet is a little over half of the figure on the brochure. Terraces and balconies sit outside carpet area, so they need to be valued separately.
Our advice is to reduce every option to price per sq ft of carpet area, then adjust for balconies and terraces. A launch that looks cheaper per super sq ft can look different on that measure.
Tax and cost at the point of purchase
Stamp duty in Haryana's municipal areas is 7 per cent for male buyers, 5 per cent for female buyers and 6 per cent for joint ownership, charged on the higher of the circle rate and the agreed price. Registration fees are additional, and we itemise every line in what it really costs to buy a luxury home in Gurgaon.
GST is the more important difference. An under-construction home attracts GST at an effective 5 per cent, without input credit. A resale home, or a new home for which the completion or occupancy certificate has been issued, attracts none. On a ₹40 crore home that is ₹2 crore. We ask for the certificate date rather than the possession date, because the tax follows the certificate.
Construction risk and customisation
The luxury towers we deal with are built by developers with long records, and we do not suggest that delay or abandonment is the usual outcome. But construction risk is not only about failure. It is about change: revised plans, altered amenities, a different density than the brochure implied. Read the sanctioned plan and the RERA registration, not only the marketing.
The compensation for waiting is choice. A launch lets you choose the floor, the aspect and sometimes the layout, and a new home can be finished to your own design from the start. Some ultra-luxury homes are handed over as shells, with interiors at the buyer's cost; that is an opportunity for some families and a burden for others. A completed home may carry another family's taste, which can be an expense to undo, or a finished interior you would not bother to match.
New launch vs resale apartment in Gurgaon: when each makes sense
We do not underwrite luxury apartments on rent. Yields on homes of this value are modest, and the case for owning rests on capital preservation and use. Where a tenant matters, a completed home can be let immediately; a launch cannot be let for years.
On appreciation, a launch carries the earlier entry price, and buyers have sometimes seen the value of a unit rise before completion. The most visible evidence is at the top: a penthouse at The Dahlias was reported in August 2026 at about ₹1.58 lakh per sq ft of super area, against roughly ₹1.17 lakh for a Camellias penthouse in December 2024. That is two data points, not an index, and early gains are not guaranteed to repeat.
As a rough rule, we suggest the following; our collection shows both kinds of home:
- A launch for families with a horizon beyond 2030, who value the choice of unit and a first-owner build, and who can hold the cash through construction.
- A resale for families who need the home within a year or two, who prefer to see what they are buying, and who want to avoid GST.
- Neither, for now, for those who cannot yet say which tower, floor or aspect is right. Waiting is a legitimate strategy.
If you are weighing this decision, we would be glad to talk it through, privately.
Frequently asked questions
Is it better to buy a new launch or a resale apartment in Gurgaon?
+
It depends on your calendar. Launches on Golf Course Road and its Extension carry indicative possession dates of 2030 to 2033, so they suit families with a longer horizon who value choice of floor and a first-owner build. A resale suits those who need the home within a year or two and want to see what they are buying.
Is GST payable on a resale apartment in Gurgaon?
+
No. GST is not charged on resale, nor on a new home for which the completion or occupancy certificate has been issued. An under-construction home attracts GST at an effective 5 per cent without input credit. On a ₹40 crore home that is ₹2 crore, so ask for the certificate date, because the tax follows the certificate.
What compensation do I get if a builder delays possession in Haryana?
+
Under Haryana's RERA rules, a developer that misses the agreed date owes delay interest at the State Bank of India's highest marginal cost of funds lending rate plus two per cent. That interest is compensation for the delay. It is not a substitute for the home, which is why the possession date matters more than the remedy.
What is the difference between carpet area and super area?
+
Carpet area is the usable floor area inside the walls; super area adds a share of common areas and is still common in brochures. Haryana RERA requires sales and conveyance on carpet area. One current Gurugram launch lists 3,977 sq ft of super area against 2,236 sq ft of carpet area, so compare options on carpet area.
What is the stamp duty on a flat in Gurgaon?
+
In Haryana's municipal areas, stamp duty is 7 per cent for male buyers, 5 per cent for female buyers and 6 per cent for joint ownership. It is charged on the higher of the circle rate and the agreed price. Registration fees are additional. Confirm current rates with the sub-registrar before budgeting.
How long do new launches on Golf Course Road take to complete?
+
Launches on Golf Course Road and its Extension currently carry indicative possession dates between 2030 and 2033. Indicative dates can move, so read the date registered with Haryana RERA and the sanctioned plan rather than the brochure. A family with a child entering school in 2028 is, in practice, not choosing between a launch and a resale.
