What it really costs to buy a luxury home in Gurgaon: stamp duty, registration, GST and the rest
Haryana stamp duty by buyer, registration, GST on launch versus ready homes, TDS and the developer's extras, worked through on a ₹20 crore apartment.

· Updated · 5 min read

Key takeaways
- Haryana stamp duty in municipal areas is 7 per cent for male buyers, 5 per cent for female buyers and 6 per cent for joint ownership.
- Under-construction homes attract GST at an effective 5 per cent without input credit; resale homes and homes with a completion certificate attract none.
- Buyers of property worth ₹50 lakh or more deduct 1 per cent TDS from the price, now under section 393(1) of the Income-tax Act, 2025.
- On a ₹20 crore home, a male sole buyer pays about 7 per cent extra for a ready home and about 12 per cent for a launch.
- Developer extras such as IFMS, club membership, PLC and EDC or IDC vary by project, so insist on an itemised price sheet.
The cost of buying a luxury home in Gurgaon, on a ₹20 crore apartment, begins with this: a male sole buyer pays about ₹1.4 crore in stamp duty and a nominal registration fee, and a further ₹1 crore in GST if the home is still under construction. A ready or resale home carries no GST. As a working rule, budget about 7 per cent above the agreed price for a ready home and about 12 per cent for a launch, before the smaller items below.
What are stamp duty and registration fees on a luxury home in Gurgaon?
Within Haryana's municipal limits, stamp duty is 7 per cent for male buyers, 5 per cent for female buyers and 6 per cent for joint ownership. Outside municipal limits the published rates are lower, at 5, 3 and 4 per cent. It is charged on the higher of the agreement value and the circle rate. Circle rates in Gurugram were reportedly revised upwards from 1 April 2026, so check the rate for your sector before you assume the price governs.
| Buyer | Rate (urban) | On ₹20 crore |
|---|---|---|
| Male, sole | 7% | ₹1.40 crore |
| Joint | 6% | ₹1.20 crore |
| Female, sole | 5% | ₹1.00 crore |
These rates come from lender and advisory guides that agree with one another, not from a notification we have been able to read, so confirm them with the sub-registrar. The saving from a woman's name is real: ₹40 lakh on ₹20 crore.
Registration costs less than most buyers expect. Haryana's fee is a slab, and guides agree that it is capped at ₹50,000 for property above ₹90 lakh. Some sources describe it as 1 per cent of value, which does not fit the slab tables they print. We have used ₹50,000 in the example below and flag it as the figure to verify.
How does GST work on a luxury apartment?
An under-construction home attracts GST at an effective 5 per cent of the price, without input tax credit for the buyer. The notified rate is applied after a deemed deduction of one-third of the price for land, which is how it arrives at 5 per cent of the total. No GST is payable on a home sold after the completion or occupancy certificate has been issued, or on resale. We therefore ask for the certificate date, not the possession date, as we note in our guide to new launch or resale.
Services such as maintenance and club charges are taxed separately. We understand the rate to be 18 per cent but would have the builder itemise it in writing.
What about TDS on the purchase?
Where the price is ₹50 lakh or more, the buyer deducts 1 per cent of the consideration and deposits it against the seller's PAN. This is not an extra cost: it comes out of what is paid to the seller. On ₹20 crore it is ₹20 lakh. Under the Income-tax Act, 2025, in force since 1 April 2026, the provision, formerly section 194-IA, is reported to sit in section 393(1); the procedure and form have changed, so check the current process with your adviser. If the seller is a non-resident, the rules are different and heavier, as we explain in our NRI checklist.
What other charges should you budget for?
The base price is rarely the whole price. Ask for an itemised price sheet covering:
- Interest-free maintenance security (IFMS). A deposit, often quoted at ₹100 to ₹200 per sq ft in market guides, whose refundability varies by developer.
- Club membership. A one-time charge on many projects, set by the developer.
- Preferential location charges (PLC). A premium for a floor, view or aspect, fixed by the developer.
- EDC and IDC. The external and internal development charges levied through the town planning department. Many builders fold them into the rate; some bill them separately. Blog estimates for prime Gurugram sectors vary widely, so we would not rely on any one.
- Parking, and home-loan processing. Processing fees range from a capped flat sum to a percentage of the loan, and are negotiable at this ticket size.
What is the cost of buying a luxury home in Gurgaon at ₹20 crore?
An illustration, assuming a male sole buyer, no loan, an agreement value above circle rate and roughly 5,000 sq ft of super area:
| Item | Under construction | Ready or resale |
|---|---|---|
| Agreement value | ₹20.00 crore | ₹20.00 crore |
| Stamp duty (7%) | ₹1.40 crore | ₹1.40 crore |
| Registration fee (capped) | ₹0.005 crore | ₹0.005 crore |
| GST (5%, no input credit) | ₹1.00 crore | Nil |
| IFMS (₹150 per sq ft, illustrative) | ₹0.075 crore | Typically paid by the first owner |
| Total outlay | about ₹22.48 crore | about ₹21.41 crore |
| Above agreement value | about 12.4% | about 7.0% |
The 1 per cent TDS (₹20 lakh) is deducted from the amount paid to the seller and is not additional. Club membership, PLC, parking and interiors are excluded because they vary too much to illustrate. The gap between the columns, about ₹1.08 crore, is almost all GST, which is why the date of the completion certificate belongs in every conversation.
How can the bill be reduced? Legitimately, in three ways. Register in a woman's name, singly or jointly, where that reflects the ownership; this is the largest single saving. Consider a completed home if your timeline allows, because it removes GST. And negotiate the developer's discretionary items, such as PLC, club membership and parking, before you sign the booking form, not after. What cannot be reduced is the circle-rate floor, so a price below circle rate will still be taxed at the higher value.
If you would like these numbers run against a specific home, we would be glad to do so, privately.
Frequently asked questions
What is the stamp duty on a flat in Gurgaon in 2026?
+
Within Haryana's municipal limits, stamp duty is 7 per cent for male buyers, 5 per cent for female buyers and 6 per cent for joint ownership. Outside municipal limits the published rates are 5, 3 and 4 per cent. It is charged on the higher of the agreement value and the circle rate. Confirm current rates with the sub-registrar.
Is GST charged on a ready-to-move flat in Gurgaon?
+
No. GST is not payable on a resale home, or on a home sold after the completion or occupancy certificate has been issued. An under-construction home attracts an effective 5 per cent without input tax credit, on the whole price. Because the tax follows the certificate, ask for its date, not only the possession date.
How much is the registration fee for property in Haryana?
+
Guides agree that Haryana's registration fee is a slab capped at ₹50,000 for property above ₹90 lakh, so on a luxury home it is a minor cost. Some sources describe it as 1 per cent of value, which does not fit the slab tables they print. Verify the figure with the sub-registrar before you budget.
Is TDS payable when buying a house in India?
+
Yes, where the price is ₹50 lakh or more, the buyer deducts 1 per cent of the consideration and deposits it against the seller's PAN. It is paid out of the price, not on top of it. Under the Income-tax Act, 2025, the provision formerly in section 194-IA is reported to sit in section 393(1). Non-resident sellers are taxed differently.
What hidden charges apply when buying a luxury apartment in Gurgaon?
+
Beyond the base price, ask about interest-free maintenance security, club membership, preferential location charges, external and internal development charges if billed separately, parking and GST on services. These vary by developer. Request an itemised price sheet stating what is included in the base rate and what is billed separately, and the GST treatment of each item.
How much does it cost to buy a ₹20 crore apartment in Gurgaon?
+
In our illustration for a male sole buyer, a ready or resale home costs about ₹21.41 crore including 7 per cent stamp duty and a ₹50,000 registration fee. An under-construction home costs about ₹22.48 crore, adding 5 per cent GST and an illustrative maintenance deposit. Club, PLC, parking and interiors are extra.
